The “enemies” are enemies of the Constitution, and such enemies may arise both internationally and domestically. The oath makes it clear that US military are above party and faction, they serve the foundational law of the US, not the President or the Government or the ruling party. The oath binds us and reminds us of this. As long as the President exercises authority lawfully, every president gets the same respect and obedience. Our presidents may even become the enemy by breaking US constitutional law.
