And decided to keep it.
The council does this knowing they will keep the rent, and when they are finely evicted, the council won't give them a council house. because she never paid her rent. Too bad for her, she will get evicted by court order and I'll get the bailiffs to throw her out, she'll have to go to the salvation army for a room.
