That request ~ Secret Service protection ~ would be brought to and through the Department of Homeland Security. Way back when, Jimmy Carter gave special dispensation to Ted Kennedy and for similar reasons that RFK spelled out. Supposedly, Obama was given the same type of protection ~~~ when he was still a Senator and running for president ~~~ but the argument was that it was given to him on account of being a black man and the threats that might be associated with that.
