Between not activating the sirens, not sending a WEA, not having law enforcement manage the traffic during the evacuation, not increasing water available to the firemen, a message went out to tell people to shelter in place, the entire response to this disaster was FUBAR. My sister lives outside of Lahaina. She said many people who were evacuating by car panicked, fled from their cars, and that caused a traffic pile-up that caused people to be burned alive in their cars.
