Based on what u said it sounds like your browser cache is completely full and the browser is ignoring the updates on the site
U could clear your browser cache and the site will work perfect again
But the site should be working in any area
I tested the site on a VPN
And it works 100%
So yea by clearing the browser cache it will fix everything and u wont need to do it again after that
