let me know their diagnosis n see if im anywhere close 2 being on the $.....

its a bit hard 2 know whats going on from here (i was a plumber 4 around 12yrs till i chucked it in) but it may be a back flow thing which is a fairly easy fix with what they call a check valve, its a little valve they put on ur pipes that has a little flapper door in it that lets water flow in 1 direction but if theres a pressure drop n the water flows backwards 2 what its meant 2 the little flapper door shuts n the water cant flow back....

spluttering = air in the line, but if its been doing it a while even though uve continually been using ur taps then ur prob gonna have 2 get it looked at....unless u can just live with it if its not that much of a prob.....

u have 2 let them run 4 a while, but if u got air in ur line the water will come out spluttering till the airs all expelled....do ur taps ever splutter with air coming out of em when u have em on?.....

do u have good strong pressure when u turn a tap on?....

it could be a backflow issue, ie when their toilet cistern fills downstairs up it may be sucking water outa ur tank back in2 the pipes possibly cause u dont have enough water pressure, ie when they flush the press in ur water pipes drop n theres a vacuum created till their cistern fills up....either way i think u gonna have 2 call in the experts......
